Why this exists. Victoria spent $1.2bn on the Tutor Learning Initiative and the Auditor-General
found it did not significantly improve learning against comparable non-tutored students. Dosage,
targeting and tutor capability decide outcomes. Our delivery standard is fixed at 90 minutes a week,
at least ten weeks, a ratio no wider than 1 to 4, and the same tutor throughout.
What you get that a tutoring agency will not give you. A per-student and per-cohort record
against named curriculum descriptors, with the delayed-check evidence behind every green.
